ANÁLISIS DE LA APLICABILIDAD DEL MARCO REGULATORIO PARA EL PROCESO DE CONCESIÓN Y OPERACIÓN DE LOS SISTEMAS DE AUDIO Y VIDEO POR SUSCRIPCIÓN

Abstract

The following paper describes the Regulation and Control’s schemes of the Audio and Video over subscription systems (A&VPS) inside the Ecuadorian territory, analyzing the Laws, Regulations, Technical Standards that prevail on the implementation and operation of supplier networks of this service and the respective forms that must be completed by the petitioner. Analyzing each one of the requirements that an entity needs to acquire a qualification, as well as, the corresponding procedure that must be performed to obtain the qualification. In addition to an analysis of operational complexity for these systems based on the regulatory point of view, pointing out the advantages and disadvantages of the current regulation for the deployment of these networks based on a comparison with the regulations of the neighboring countries of Peru and Colombia, in order to establish suggestions for the improvement of our regulatory system for providing this service.
