SISTEMA DE EDUCACIÓN SUPERIOR: ANÁLISIS COMPARATIVO DE LOS MARCOS REGULATORIOS Y SU INFLUENCIA SOBRE SU ESTRUCTURA DE MERCADO EN LA DÉCADA DEL 2000 Y ACTUALIDAD.

Abstract

The present work analyses the change in the regulatory frameworks of the Ecuadorian Higher Education System from 2000 to 2013, in order to determine the influences of these changes in the structure of the system, evaluating its concentration, coverage, and efficiency. Through a comparative analysis of the different laws, the main effects of the regulation were determined. It was evidenced that before the last reform of 2010, the degree of regulation was minimum, and currently, the norms and parameters of control are outlined more clearly and in a more restrictive way. Through the description of the market structure defined by the number of universities, the academic offer divided by the undergraduate degrees areas, and the results obtained by the creation of registration and employment indicators, it was validated that after the last regulatory change, there has been a slow improvement in the access to higher education by the poorest people. Besides, labor market-wise there have not been relevant changes that could be attributed to the new regulation. Finally, it can be said that as any process that has just started, it is necessary to wait a while to see results.
