ÁNALISIS DE LA CONVENIENCIA DE CREAR UNA EMPRESA PÚBLICA EN LA ESPOL PARA LA PRESTACIÓN DE SERVICIOS DE TELECOMUNICACIONES

Abstract

This study is about the convenience of creating a Government Business Enterprise in ESPOL to provide Telecommunications Services. At present time, the Ecuadorian regulatory framework allows institutes of higher education to create government business enterprises to supplement their incomes, at the same time, it allows government business enterprises to manage the radio spectrum and offer telecommunications services preferentially versus private or mixed companies. The current situation of telecommunication services provided in the different geographical areas of Ecuador is analyzed, identifying the main sectors of underserved market and the potential opportunities they have, allowing to obtain an overview of the telecommunications market in the country. Subsequently, the benefits that presuppose the creation of a government business enterprise by ESPOL are determined. Additionally, the creation of Government Business Enterprise TELESPOL E.P. and its corporate purpose are proposed, so that the range of products and services that it can provide, be as broad as possible.
